The Lawful Assembly: Foundation of De Jure Governance
The assembly of the people constitutes the highest de jure authority on the land and soil of San Bernardino county. The San Bernardino county Jural Society functions as the properly constituted assembly of county residents who stand upon the land and soil jurisdiction in accordance with the original organic laws and American common law tradition. We recognize and uphold the de jure government of the county—the original American republican form preserved in the foundational documents—as distinguished from any de facto entities. The San Bernardino county Jural Society is not affiliated with, nor does it endorse, any “sovereign citizen” or similar movements. While we share an interest in constitutional history and common law principles with various educational groups, our focus remains strictly on peaceful study, preservation of historical knowledge, and lawful assembly processes.
Current Status and Activities
The San Bernardino county Jural Society currently holds formal assembly meetings on a regular basis. These meetings serve to:
- Maintain the continuity and presence of the de jure county assembly
- Study and discuss common law principles and proper assembly processes
- Preserve accurate understanding of lawful county governance under the organic laws
- Examine the traditional four pillars of county government on the land:
- The General Assembly (the people assembled)
- The Jural Assembly (the people’s courts)
- The County Militia (common law defense)
- Elected and Appointed Officers (sheriff on the land, justices of the peace, coroner, recorder, etc.)
At present, the assembly does not conduct active grand jury investigations, trial jury proceedings, or official county business transactions. Our activities are limited to peaceful, educational gatherings and the preservation of knowledge, always upholding the maxim: “Do no harm, cause no loss, and accept no fraud.”
Purpose of Our Formal Meetings
Regular formal meetings provide an opportunity for participants to:
- Gather in peace to study foundational documents and historical governance structures
- Maintain living records of interest in the de jure assembly
- Learn proper assembly protocols through discussion and review
- Build community among those interested in American constitutional history and common law
All meetings are conducted with respect, transparency, and full adherence to peaceful principles.

Townhall Meetings are open to county residents who:
- Come in peace and good faith
- Wish to learn about historical American governance and common law traditions
- Agree to honorable conduct and personal responsibility

No fees or dues are required. Attendance does not imply membership in any movement or require any change in political status.
